India's Ministry of Power has released draft CAFE-III norms for passenger vehicles, set to take effect April 2027. The new rules introduce Carbon Neutrality Factors (CNFs) that allow automakers to reduce declared tailpipe CO2 emissions based on ethanol, biofuel, and compressed bio-gas blending levels. The targets tighten progressively from 94.76 gCO2/km in 2027-28 to 78.90 gCO2/km by 2031-32. Manufacturers can claim compliance benefits for approved fuel-saving technologies and earn super credits for electric and hybrid vehicles. A credit trading mechanism is included, with an initial buy-out price of Rs 2,500 per credit from the Bureau of Energy Efficiency. Stakeholder comments are due by August 6, 2026.
