India notifies CAFE 3 fuel efficiency norms for 2027-2032, drops small car carve-out
business-standard.comIndia's Ministry of Power has notified the CAFE 3 fuel efficiency norms, setting stricter corporate average fuel economy targets for carmakers from April 2027 through March 2032. The final rules drop a proposed 3 g/km concession for petrol cars weighing up to 909 kg. Instead, the reference weight in the CAFE formula moves from 1,170 kg to 1,229 kg with a flatter adjustment curve, which gives lighter fleets a softer target and applies stricter limits to heavier vehicles. Battery electric vehicles and range-extended EVs get a 3x super-credit toward fleet compliance, plug-in hybrids and strong hybrids on flex fuel get 2.5x, strong hybrids get 1.6x, and flex-fuel vehicles get 1.1x. The rules also introduce a credit-debit passbook system with trading between manufacturers and an annual October window. Buyout prices start at Rs 2,500 per g/km in FY28 and rise to Rs 4,500 by FY32.
