India Japan Launch JCM Operational Manual for Article 6.2 Carbon Credits and Low Carbon Tech Cooperation
ddnews.gov.inIndia and Japan launched the operational manual for their Joint Crediting Mechanism (JCM) in New Delhi on September 30. The manual lays out the project cycle under Article 6.2 of the Paris Agreement, from Project Idea Note submission to issuance and authorisation of JCM credits. It follows the August 2025 Memorandum of Cooperation and the June 2026 Rules of Implementation. For project developers and carbon market participants, this is the document that turns bilateral climate cooperation into a usable framework. It is meant to support low-carbon technology deployment, mobilise climate finance, and set rules for high-integrity emission reductions and removals in India. The launch signals a shift from institutional setup to actual implementation. The manual matters because it defines how credits are authorised and how both governments avoid double counting. No pilot projects have been named yet, so the next step is watching which activities enter the pipeline first.
