India's new free trade agreement with the EU expands access for Indian steel, but it does not remove the EU's carbon border levy. The deal adds a preferential quota of about 695,000 tons on top of the existing WTO quota, bringing total annual access to roughly 1.64 million tons. That covers about 68 percent of India's 2025 steel exports to the EU. However, the Carbon Border Adjustment Mechanism (CBAM) still applies to all steel imports. GTRI estimates the carbon charge could average around 35 percent of value once fully phased in. Shipments above the quota face the EU's 50 percent tariff. Most of the additional quota is for flat products, led by hot-rolled sheets and strips.

CBAM is the part that actually matters here. The extra quota is real market access, but it does not touch the carbon price. Indian steel mills still need to measure and report emissions or pay the levy. If the CBAM rate is 35 percent, the quota only solves half the problem. The rest depends on cleaner production.

Need to remember the quota is only 1.64 million tons a year against 2.4 million tons of exports. So above that, the 50 percent tariff returns. Plus CBAM on everything. The carbon exposure is the bigger story, and it is not going away.

GTRI's number likely assumes full CBAM phase-in and current EUA prices. It is an estimate, not an invoice. The point is that carbon cost is now a permanent line item for Indian steel exports. Cleaner production lowers it; quotas do not.
