India CAFE III Norms: New Fleet CO2 Targets, EV Credits, and What It Means for Automakers
urbanacres.inIndia's final CAFE III rules tighten passenger vehicle fleet CO2 targets by nearly 17% through FY32, moving the reference fleet target from about 94.8 g/km in FY28 to 78.9 g/km in FY32. The rules use weight-based allowances, powertrain multipliers, fuel credits, and tradable compliance instruments, so the headline target affects automakers differently. Lighter fleets get more room, while heavier SUV-heavy portfolios face a tighter standard. Battery electric vehicles and range-extended EVs receive a 3x volume multiplier, plug-in hybrids and flex-fuel strong hybrids get 2.5x, and conventional strong hybrids get 1.6x. Manufacturers can also claim technology credits and biofuel carbon-neutrality factors. Credit trading and a penalty price rising from 2,500 to 4,500 rupees per g/km provide a financial backstop. The next key step is the WLTP conversion factor, which will shape how strict the rules actually are in practice.
