India's Ministry of Power has released the draft CAFE-III norms for stakeholder consultation, covering passenger vehicle fuel economy from 2027 to 2032. For the first time, the rules grant carbon neutrality factors to ethanol, compressed bio-gas, and biofuels, allowing automakers to reduce declared tailpipe CO2 emissions before compliance checks. The targets tighten progressively from 94.76 gCO2/km in 2027 to 78.90 gCO2/km by 2031. The draft includes super credits for electric and hybrid vehicles, a credit trading mechanism with a buy-out price of Rs 2,500 per gCO2/km credit, and exemptions for manufacturers selling fewer than 1,000 vehicles annually. Stakeholders can submit feedback until August 6, 2026. The norms aim to give automakers a clear regulatory path while promoting cleaner fuels and vehicle technologies.

The 8% CNF for ethanol at current blending levels seems conservative. But the real question is how CBG and biofuel CNFs get calculated when blending varies. Could get messy without clear methodology.

Super credits for BEVs, PHEVs, and hybrids are fine but the real bottleneck is grid capacity for charging. Tightening targets to 78.9 gCO2/km by 2031 means a lot more EVs need to sell. Grid not ready yet.

Credit buy-out at Rs 2,500 per gCO2/km with Rs 500 annual escalation is interesting. That sets a price floor for non-compliance. But will BEE actually enforce penalties on big OEMs? History says maybe not.
