India and the UK are reviewing sticking points in their Comprehensive Economic and Trade Agreement (CETA). The primary delays stem from the UK's upcoming Carbon Border Adjustment Mechanism (CBAM) and strict steel safeguard measures that limit tariff free imports. India is considering rebalancing duty concessions on British goods, including Scotch whiskey, if these carbon and steel trade barriers are not resolved. The UK plans to implement its CBAM by 2027 and significantly reduce steel import quotas starting July 2026.
