India and Japan Launch Operational Manual for Joint Crediting Mechanism Under Article 6.2

The manual, unveiled in New Delhi on September 30, sets out the full project cycle from submission of a Project Idea Note to issuance and authorization of JCM credits. It follows the Memorandum of Cooperation signed in August 2025 and the Rules of Implementation adopted in June 2026, and is meant to support low-carbon technology transfer, climate finance mobilization, and high-integrity emission reductions in India. With this document, the two governments move from institutional preparation to project implementation. The manual establishes a clear procedural framework for bilateral carbon market cooperation, which should give developers and investors a more predictable path for JCM projects. The next question is how the manual handles credit authorization, corresponding adjustments, and coordination with India's own carbon market plans.
