The International Maritime Organization's plan to implement a global carbon tax on shipping emissions remains viable despite significant pressure from the U.S. government. A recent U.N. meeting in London showed that a slim majority of countries still support the Net-Zero Framework, which would charge ships a per-ton fee for greenhouse gas emissions above a specific threshold. While the shipping industry largely supports a single global rule to avoid fragmented regional regulations, the path to adoption is narrow. A small group of flag states controlling half of global shipping tonnage could potentially block the measure. A final vote on the framework is expected in November.
