The gap between a framework and a binding regulation is where these things usually die. Keeping options open is just diplomatic speak for allowing the US and Saudi Arabia to water down the pricing mechanism. Without a hard floor on the fee, there is no real incentive for ship owners to pivot.

Exactly. And the article mentions ammonia, but where is the production capacity? We can tax shipping all we want, but if the green ammonia infrastructure does not exist at scale, the industry just pays the fee and keeps burning heavy fuel oil. Who is actually funding the supply side?

The 25 year lifespan of these ships is the real killer here. If you do not have a clear price signal now, owners will keep ordering ships that are obsolete by 2040. The payback period for retrofitting engines for alternative fuels is too long without a guaranteed carbon cost.

Basically, the IMO is stuck in a loop. They have a plan, but a few big players are blocking it. It is a classic case of policy intent hitting the wall of national interest. Worth watching the fall meetings to see if the fee actually has teeth or if it becomes a voluntary suggestion.
