Basically the IMO is trying to keep the 2050 net zero target alive while countries argue over who pays for the transition. Worth following to see if a global carbon levy actually makes it into the final text.

If they skip the levy and go for voluntary measures, it is just more of the same. The market needs a price signal to move capital into zero emission vessels.
