500 GW non-fossil by 2030 is a national target. What is the state level plan for Jharkhand to contribute? The state still relies heavily on coal. A tree plantation drive does not replace a grid transition plan.

The 45% intensity reduction target is relative to GDP, not absolute. That distinction matters when measuring real decarbonization. India can hit that while total emissions still rise if GDP grows fast enough.
