ICAO has warned that the European Commission's proposal to expand the EU Emissions Trading System (EU ETS) for aviation from 2029 could result in double charging for carbon emissions from international flights. The global aviation body says the move would undermine CORSIA, the only global market-based measure for aviation CO2, and risks fragmenting decarbonization efforts. IATA also criticized the plan as a repeat of a historic error that would harm global cooperation and European competitiveness. The proposed expansion would apply EU ETS beyond Europe's borders, potentially creating overlapping carbon pricing for airlines already participating in CORSIA.
