ICAO Climate Week in Montreal ended with a push for faster action on aviation decarbonisation. Over 500 delegates from governments, industry, and finance agreed to scale up cleaner energy, expand the CORSIA carbon offsetting scheme, and launch a new programme called ACT-LTAG to help countries measure emissions and secure climate finance. The goal is net-zero carbon emissions from international aviation by 2050. The event highlighted that sustainable aviation fuels and operational improvements are key near-term levers. Delegates also voiced concerns about overlapping aviation tax proposals that could hurt small island states. ICAO's new ACT-LTAG programme will provide training and expert advice to help states track progress and access funding. The next phase of CORSIA begins in 2027.

Nice to see ICAO pushing on the capacity building side. ACT-LTAG sounds like the sort of practical thing that actually helps countries get projects bankable. CORSIA phase 2 in 2027 will be the real test though.

The bit about overlapping tax proposals is interesting. If you layer carbon taxes on top of CORSIA offsets you could kill the economics of SAF pretty fast. ICAO wants harmonization but states keep going their own way.

500 participants and still no hard numbers on SAF production scale or cost. The Finvest Hub is nice but who is actually putting capital into e-fuels at volume? That gap between aspiration and deployment is the real story.

Operational improvements get less hype but they are the low hanging fruit. Better routing, lighter aircraft, more efficient ground ops. That stuff cuts emissions now while SAF scales. Glad they mentioned it.

The ACT-LTAG programme sounds like it is trying to replicate what ICAO did with State Action Plans for CO2. If it actually helps smaller states access climate finance that could be a real win. Otherwise just another workshop series.
