Framework only from what I can see. The real question is whether this registry will feed into CORSIA or other carbon offset mechanisms. That would give it teeth.

CORSIA linkage would be huge. Right now SAF accounting is fragmented across jurisdictions. A unified registry could reduce double counting and build investor confidence.
