Hyundai Steel has broken ground on a $5.8 billion electric arc furnace steel mill in Donaldsonville, Louisiana, with POSCO, Hyundai Motor, and Kia as partners. The HPLS facility is designed to produce 2.7 million tons of hot-rolled, cold-rolled, and coated steel per year, with construction starting in late 2026 and commercial output targeted for 2029. The site will make automotive-grade steel from direct reduced iron, which the companies say will cut carbon emissions by about 70% compared with blast furnace production. Most of the output is expected to supply Hyundai and Kia plants in the U.S., but the companies also plan to sell low-carbon steel to other American automakers. The project is part of Hyundai Motor Group's $26 billion U.S. investment plan and is expected to create about 5,400 jobs. Locating on the Mississippi River gives the mill access to barge, rail, and ocean transport, including a planned port for Panamax-class vessels.

The 70% number depends on the DRI route. If they use natural gas for DRI, that's a big cut but not a full clean sheet. The interesting part is the integrated site, port access and rail. Grid connection and power contracts for the EAF will be the real test. Anyone know what power source Louisiana is offering?

Worth watching how this interacts with U.S. trade and subsidy rules. A domestic EAF mill lets Hyundai avoid some tariff risk, and the ownership structure keeps the steel inside the group. Steel mills are heavy energy users, so the real story is the electricity demand. A 2.7M ton EAF mill needs a lot of reliable power. If Louisiana runs on natural gas, the emissions reduction is real but smaller than a renewable-powered mill. The Panamax port piece is underrated. Moving raw materials in and finished steel out by water cuts transport emissions too. This is the kind of industrial siting that makes a difference, river, rail, and ocean access in one spot. If they can get the power mix cleaner over time, the 70% figure could improve.
