Hong Kong pitches itself as Asia-Pacific trade hub, with cross-boundary carbon trading in the mix
chinadailyasia.comHong Kong is positioning itself as the region's institutional harbor for trade as export routes shift away from traditional Western markets. At the Asia-Pacific Think Tank Forum in Shenzhen, policy chief Stephen Wong said the city's trading role has changed but not disappeared. Re-exports of mainland goods to the US, EU and UK fell from 17 percent of Hong Kong's re-exports in 2012 to 6.5 percent in 2025, while total exports rose 15.4 percent last year and now sit a quarter above their pre-pandemic peak. New flows are heading to ASEAN, the Middle East and India. Wong framed the pitch around soft connectivity: agreements that make licenses, certificates and data valid across borders. Business services exports grew from about $480 billion in 2012 to $623 billion in 2024. On carbon, he said green markets need prices that are credible and readable across borders, citing Hong Kong's push into cross-boundary carbon trading. On digital trade, he pledged legislation giving electronic trade documents the same legal standing as paper.
