Hong Kong's Secretary for Environment and Ecology, Tse Chin-wan, says the city will hit all four binding environmental targets in its first five-year plan. The goals cover carbon intensity, the share of zero-carbon energy in power generation, and air and surface water quality. Tse wants zero-carbon energy to rise from 25 percent of the fuel mix today to 30 percent by 2030, then jump to 60 to 70 percent by 2035. He pointed to a planned large-scale facility at Tseung Kwan O that would bring zero-carbon energy from mainland China, and said talks are underway with suppliers. The city also aims for zero landfill by 2035, with recycling apps and 24-hour smart bins playing a role.
