Walk away safe is a nice marketing term but the SMR 300 still needs regulatory approval in the US and Rwanda. Palisades reference is also a bit misleading since that project is years behind schedule. What is the actual construction timeline here?

If Rwanda can actually get 5 GW of nuclear online that would be a massive shift for the grid there. But I am skeptical about the financing. SMRs are still unproven at scale and developing countries have a hard time securing capital for first of a kind reactors.

The civil nuclear cooperation agreement between the US and Rwanda is the real story here. That opens the door for technology transfer and maybe some export credit agency backing. Without that policy framework the deal would be dead on arrival.

5 GW of nuclear is a lot for a country the size of Rwanda. Current grid capacity is probably under 300 MW. The transmission buildout alone would take a decade. This feels more like a long term ambition than a near term project.
