Is this warm mix asphalt or did they use recycled content? The term low carbon asphalt covers a few different methods. The durability matters too. If it wears faster then the carbon benefit gets eaten by earlier resurfacing.

The UK has a lot of these active travel schemes getting funded. If they start specifying low carbon materials as standard that could move the needle on embodied emissions in highways. But procurement rules need to allow for the higher upfront cost.
