Hanoi creates inter-agency carbon market group, assigns roles across departments
english.luatvietnam.vnHanoi has set up an inter-agency working group to coordinate greenhouse gas inventories, emissions reduction, and carbon market participation. The decision assigns specific responsibilities to departments including agriculture, industry, construction, finance, science, and health, with a focus on identifying facilities, developing emissions reduction plans, and studying carbon credit projects. Key sectors include waste treatment, methane recovery, low-emission agriculture, buildings, transport, and healthcare. The Department of Finance will handle revenue from credit transfers and clarify ownership and benefit-sharing, while the science department will build data platforms and monitoring technology. This is part of Vietnam's NDC and Net Zero 2050 goals, aiming to lay the groundwork for a city-level carbon market ecosystem.
