Hamilton adopts carbon budget framework to guide climate decisions and net-zero planning

The City of Hamilton has approved a carbon budget and accounting framework to assess the climate impact of major municipal decisions. The framework applies a climate lens to infrastructure projects, road construction, equipment purchases, and new buildings, supporting Hamilton's goal of reaching net-zero emissions by 2050. Under the framework, Hamilton's total allowable emissions are set at 422,000 tonnes of CO2 equivalent for municipal operations and 53 million tonnes across the broader community. The pilot phase begins during the 2027 budget process, focusing on capital projects over $250,000. City officials say the carbon budget will help integrate climate considerations into regular planning and investment decisions.
