All new public service and commercial vehicles must be clean energy by 2030. Private passenger vehicle purchases will also shift entirely to NEVs. The non-fossil energy target is the bigger story here. Going from 20.9% in 2024 to 35% by 2030 means they need to add a lot of wind and solar capacity fast. That is the hard part.

Agreed. The vehicle to charger ratio target of 2.5:1 is also worth watching. If they hit that, it means charging infrastructure is keeping pace with fleet growth. That is often the bottleneck.

The hydrogen fuel cell truck pilots and green marine fuel push are interesting. Most provinces focus only on passenger EVs. Hainan is trying to cover heavy transport and shipping too. That is a harder problem.
