Green credit and carbon markets in Vietnam: how emissions reductions could unlock loan capital
vietnam.vnVietnam is connecting green lending to its upcoming carbon market. Under Decree 29/2026, a pilot covering thermal power, steel, and cement will trade emissions reductions, giving companies that cut emissions a new revenue stream. The idea is that this cash flow strengthens loan repayment capacity and lets banks extend larger green credit packages. The numbers are significant. Green credit outstanding reached over VND 856,000 billion by mid-2026, with average annual growth above 20% since 2017. But the article also points to real obstacles: unclear ownership and benefit-sharing rules for carbon credits, verification costs, and the risk that banks discount carbon revenue too heavily. For the plan to work, Vietnam needs reliable MRV and a legal framework that makes carbon credits usable as collateral.
