The agreement mentions citizen led energy transition models. That is the part that actually matters. Without a clear incentive structure or subsidy for homeowners to switch systems, these agreements usually stay as vague goals.
Agreed. I am curious if there is any mention of grid capacity in Goyang. You cannot just push for an energy transition without knowing if the local distribution network can handle the increased load from electrification.
Expanding green spaces is a nice talking point, but the real carbon wins in cities come from building efficiency. I do not see any mention of industrial heat or building retrofits here. That is where the bulk of the emissions are.
Typical campaign language. Carbon sinks and climate neutral zones sound good, but we need a baseline of current emissions and a specific target date to see if this is a real plan or just a photo op.
