Goa is developing a digital carbon profiling tool to track greenhouse gas emissions and carbon removals across all 191 panchayats. The platform, built under the Net Positive Panchayat initiative, will let local officials record data on household fuel use, electricity, transport, waste, livestock, and agriculture, along with carbon absorbed by forests and mangroves. A pilot in three panchayats already tested the approach over four financial years, and the state now plans a phased rollout with training for officials. Once all panchayats are on the platform, their data will be combined into a consolidated state-level carbon profile. Each panchayat gets a baseline to measure climate performance and prepare Net Positive Action Plans. The Goa Energy Development Agency is leading the work, and the state says this could be the first initiative of its kind in India if all 191 panchayats are covered under one standardised digital system.
