Global carbon neutrality goals undermined by lack of accountability: only 46 of 167 countries have enforcement mechanisms
chinadaily.com.cnA new report from Tsinghua University reveals a critical weakness in global climate efforts: while 167 countries and regions have announced carbon neutrality targets, only 46 have established accountability mechanisms to enforce them. This gap, highlighted in the 2026 Global Carbon Neutrality Annual Progress Report, means many pledges depend on political cycles and lack credibility. The report calls for a shift from setting targets to measuring actual delivery, with stronger verification and enforcement systems. Though 158 of the 167 target-setting nations have reporting mechanisms, few complete the loop with verification and correction. The number of new net-zero commitments grew by just two from the prior year, suggesting major economies have largely declared their goals. Meanwhile, climate legislation is expanding, with an average of 58.8 climate laws per country, and litigation is emerging as a new indicator. The report stresses that without accountability, long-term climate commitments will remain fragile.
