The 93% purity claim is the make or break here. If it is too low, industrial buyers will not touch it. It is good they brought in ATS for the automation side, because maintaining these systems in the field is usually where these projects fail.

From a policy side, this depends entirely on whether recycled carbon black qualifies for the same credits or procurement preferences as virgin material. If the standards are too rigid, the economics of a mobile unit might not hold up.
