Ghana is prioritizing the expansion of carbon market participation to reduce reliance on loan-based climate finance. The government is focusing on forest resources, clean cooking, and waste management projects to generate tradable carbon assets and attract international investment. Despite signing an Article 6 agreement with Switzerland and advancing REDD+ programs, officials admit that technical gaps in measurement, reporting, and verification (MRV) systems currently hinder the scale of these initiatives. The strategy aims to build institutional capacity to make climate projects bankable and sustainable.
