Speaking in Parliament, he said the global carbon market has suffered from weak projects, inflated claims, and poor community consultation. He also proposed expanding projects in renewable energy, agriculture, forest restoration, and industrial efficiency, and recommended establishing a national carbon finance academy to build local expertise. The message is clear: Ghana wants carbon investment, but only on terms that protect environmental integrity and national interest.

Agreed. The Ghana Carbon Market Office already exists under the EPA. The question is whether they have the staff and budget to actually vet projects. A registry is useless without enforcement.

The NDC linkage is the part that often gets glossed over. If Ghana sells credits that correspond to its own targets, it either has to buy them back later or adjust its NDC. That is a real constraint on how much they can sell.

The renewable energy and methane reduction projects he mentioned are where the volume would come from. But those need grid interconnection and actual methane capture infrastructure. That is not cheap or fast.
