GGGI Seeks Software to Help Countries Avoid Overselling Carbon Credits Under Article 6

The Global Green Growth Institute (GGGI) is looking for a consulting firm to build a tool that helps governments calculate how many carbon credits they can sell internationally without missing their own climate targets. The tool will estimate ITMO transfer headroom, the volume of mitigation outcomes a host country can authorize under Article 6 of the Paris Agreement without jeopardizing its NDCs. This comes as countries move from readiness work to actual decisions on authorization and carbon budget management. Without reliable headroom estimates, governments risk either underselling credits or authorizing transfers that make their own climate goals unachievable. Proposals are due by August 7, 2026. The assignment is part of GGGI's SHARE project and its Carbon Transaction Facility, which both prepares host countries and buys ITMOs on behalf of sovereign buyers. This is a practical step toward making Article 6 markets function without double counting or overselling.

This is exactly the kind of infrastructure Article 6 needs. Without a clear headroom estimate, you either leave money on the table or sell credits you cant back up.

Agreed. But the real test is whether host countries actually use it. Many lack the data granularity to feed into a model like this. Garbage in, garbage out.

The tricky part is that NDCs are updated every few years. A tool that calculates headroom today might be obsolete after the next round of targets. Hope they build in some flexibility.

Good point. The tool needs to account for NDC updates and also for changes in domestic emissions. Otherwise you are just guessing with a spreadsheet.

Excel based tool feels a bit lightweight for something that could decide national carbon budgets. But I guess its better than nothing and easier to deploy in countries with limited tech.

If this works, it could unlock a lot of liquidity in the voluntary market too. Buyers want assurance that credits arent double counted. This is a step toward that.
