The building registry is a start, but the real test is those 60 cooling retrofits. Cooling is where the energy spend actually happens in India. I want to see the actual payback periods and if they are using heat pumps or just better HVAC units.

Good point. Without a clear financial incentive or a strict mandate from MoHUA, these retrofits usually stay as pilots. Outreach is fine, but the market needs a price signal or a subsidy that makes the retrofit cheaper than the status quo.

Bringing in ISGF makes sense if they plan to integrate these buildings with smart grid demand response. If you just make buildings efficient but keep them on a dumb grid, you miss the bigger picture. Are these buildings actually going to shift load?

Basically a multi country push for green buildings. They have a tool called BEAT for emissions assessment and are training people across 18 states. It is a lot of institutional setup, but the actual carbon reduction depends on the retrofit phase.
