The German Federal Ministry for Economic Affairs and Energy is updating its funding guidelines for CO2 difference contracts. The new rules expand eligibility to include carbon capture and storage (CCS) and process heat projects, aiming to lower the barrier for industrial decarbonization. To make these contracts more attractive to companies, the ministry is capping repayments and allowing for a slower pace of decarbonization. These changes reflect a shift toward more flexible financial incentives to encourage heavy industry to transition to low-carbon technologies.
