CCfDs are a smart way to handle ETS volatility. The real test is the payout structure. If the government is just paying the delta between a fixed price and the market price, they are basically betting on carbon prices staying low. If prices spike, the companies pay back, which is the only way this stays fiscally sane.
The money for the plant is one thing, but the transport is the real bottleneck. You can capture all the CO2 you want, but without a massive pipeline network and storage sites, you just have a very expensive tank of gas. Does the 5 billion include the actual infrastructure or just the capture tech?
Oxyfuel is interesting but the energy penalty for air separation is brutal. I wonder if these contracts will push people toward traditional clinker with CCS instead of actually innovating with new binders. It is easier to subsidize a bolt-on filter than to redesign a whole kiln process.
Germany finally moving on the CO2 Storage and Transport Act is the big news here. You cannot have a carbon market for industrial capture if the law basically forbids the pipes and holes in the ground needed to make it work.
