Gasunie PwC study: CCS and hydrogen are most cost-effective routes for Dutch industrial decarbonization

The study maps 44 megatonnes of CO2 emissions and identifies CCS as the largest single route, covering 21 Mt per year, with blue hydrogen contributing 18 Mt of that. Steel decarbonization and hybrid boilers add another 15 Mt. The report stresses that infrastructure availability is a critical precondition, as firms face high energy costs, grid congestion, and international competition. The study deliberately excludes government subsidies to compare actual technology costs. It finds that decarbonization is often more expensive than current operations, which delays investment. Gasunie hopes the findings will support a transparent debate on industrial decarbonization.
