French startup Carbon has scrapped its plans to build a solar gigafactory in Fos-sur-Mer. The company cited a lack of market visibility and inconsistent commitment from French and European authorities as the primary reasons for the decision, which made securing necessary financing impossible. The failure highlights ongoing struggles within the EU to reshore the photovoltaic value chain. Carbon pointed to gaps in the Net Zero Industry Act and the Industry Acceleration Act, noting that current rules do not sufficiently prioritize European-made components over imports from free trade partners.
