Former Iowa Utilities Commission chair Erik Helland resigns after Summit carbon pipeline approval
desmoinesregister.comErik Helland, the former chair of the Iowa Utilities Commission, is resigning effective Sept. 4, nearly three years before his term would end. Helland joined the commission in 2023 and was chair when it approved Summit Carbon Solutions' $9 billion carbon capture pipeline across about 30 Iowa counties, including the use of eminent domain. He says he is leaving to start an energy consulting business. Summit has not started construction. The company is rerouting the pipeline to a sequestration site in Wyoming after South Dakota banned eminent domain for carbon capture pipelines. The project would capture CO2 from Iowa ethanol plants and has faced legal appeals and political backlash over property rights. Gov. Kim Reynolds had already replaced Helland as chair with Sarah Martz in 2025. The commission says it still has a quorum to continue operating until the vacancy is filled. Helland also recently dissented in a rate case where the commission ordered Alliant Energy to permanently reduce natural gas rates by nearly $2.6 million.
