First Public Hydrogen Authority Opens Solicitation for Low-Carbon Hydrogen Fuel in California
morningstar.comThe First Public Hydrogen Authority (FPH2) has launched a competitive solicitation for low-carbon hydrogen fuel, aiming to supply California's growing fleet of zero-emission buses, trains, and heavy-duty vehicles. This procurement aggregates demand across public agencies to create a stronger market signal for hydrogen suppliers and secure competitively priced fuel for long-term operations. Proposals are due August 19, 2026. Established by the City of Lancaster and City of Industry, FPH2 acts as a neutral aggregator to address fragmented demand, a key challenge in the hydrogen industry. The solicitation was developed with input from transit agencies, the California Air Resources Board, and other partners. It focuses on supplier qualifications, clean hydrogen production capabilities, reliability, safety, and cost competitiveness to accelerate California's transition to clean transportation.
