Fiji constitution review: residents seek water, airspace, and forest carbon ownership rights
fbcnews.com.fjFiji's constitutional review is hearing calls to recognize water, airspace, and forest carbon as natural resources. Serua Provincial Council Chair Tevita Boseiwaqa told a public consultation that the current list of resources is incomplete, and asked who would own the carbon in forests if carbon trading or climate projects take off. He also proposed joint ownership of minerals between indigenous landowners and the State. Civil engineer Taitusi Naicolakia pushed for water to be treated as closely connected to land under the law, arguing that water cannot be separated from the land it flows through. The submissions reflect a broader effort to update Fiji's resource rules as new economic opportunities, including carbon markets, emerge.
