Good point. The carbon forestry ban push has been building for a while. Farmers see it as locking up productive land. But if you kill those credits, the ETS price has to go higher to hit the same abatement. Tradeoffs.

National standards for small and medium solar on farms is the sleeper item here. Right now every council has different rules for agrivoltaics and ground mount. That kills deployment speed. If they standardize, you could see a real uptick in on farm solar.

Standardizing solar permitting is sensible but the water storage funding part is more contentious. New dams have long lead times and high capital costs. The environmental approval process for new water storage in NZ is brutal. Seed funding alone won't fix that.

The farm plans replacing resource consents idea is the most practical item here. Farm environment plans already exist in some regions. If you make them the compliance tool instead of a separate consent, you cut red tape without necessarily gutting environmental rules.

Agreed. But the cultural impact assessments removal is going to be a fight. That's not just red tape, it's a Treaty obligation in practice. Removing it would get challenged fast. The solar standards part is the one with the clearest decarbonization angle.
