ExxonMobil wins Texas Class VI permit for Rose CCS project, 53 million tonnes CO2 storage
gasworld.comTexas regulators approved a Class VI injection permit for ExxonMobil's Rose CCS project in Jefferson County. The permit allows three wells to store 53 million tonnes of industrial CO2, with an 18-mile pipeline feeding the site. The Railroad Commission voted 2-1, with one commissioner objecting to safety and oversight concerns. The approval follows EPA granting Texas primacy over Class VI wells in November 2025. ExxonMobil says the project is safe and will use multiple monitoring wells. Opponents point to fault lines and gaps in monitoring coverage as unresolved risks. The $5bn project is now one of the largest CCS efforts in the state.
