French solar startup Carbon has abandoned plans for a 5GW vertically integrated module plant. The company cited a lack of clear policy support from the EU, specifically arguing that the Net Zero Industry Act fails to create a genuine preference for European-made solar products. This decision highlights the struggle to reshore solar manufacturing in Europe. While some projects receive strategic status, others face financing hurdles because EU rules may still allow cheaper imports from countries with free trade agreements, undermining the business case for local production.
