Eurometal and 20 Industry Groups Push EU to Expand CBAM to Downstream Steel and Aluminum Products
yieh.comEurometal has joined 19 European industry associations and a major trade union in calling on the EU to expand the Carbon Border Adjustment Mechanism (CBAM) to cover more downstream products. The appeal comes ahead of the next trilogue talks on October 20, where negotiators from the Parliament, Council, and Commission are expected to finalize the policy's scope. The groups argue that limiting CBAM to raw steel and aluminum leaves EU manufacturers of finished parts exposed to carbon-exempt imports. That gap could push production outside the bloc, undermine investment, and weaken the metals value chain. Expanding CBAM's scope would protect domestic downstream industries and keep the policy's carbon goals from leaking at the border. The outcome of the trilogue will determine whether CBAM becomes a practical tool for decarbonizing industrial supply chains or remains a partial measure with a large loophole.
