EUROFER backs expanding CBAM to downstream steel products, closing loopholes, ahead of EU Parliament vote
steelorbis.comEUROFER, the European Steel Association, has urged EU Parliament members to support amendments that would extend the Carbon Border Adjustment Mechanism (CBAM) to downstream steel products. The association argues that many steel-intensive finished goods currently escape CBAM costs, allowing foreign producers to avoid carbon pricing by processing steel before export. EUROFER backs an ITRE committee amendment to cover additional steel-intensive products, which would prevent emissions shifting outside the EU and support demand for low-carbon European steel. EUROFER also supports amendments to include emissions from ferronickel and nickel pig iron in imported stainless steel under CBAM, recognizing the lower-carbon advantage of Europe's scrap-based production. Additionally, it backs closing a loophole where imported steel avoids CBAM when re-exported after processing. The association emphasizes that a level playing field is critical for European steelmakers investing billions in lower-emissions production. The Parliament vote is set for September 15.
