EU Parliament backs stronger CBAM with downstream goods, anti-circumvention rules, and a decarbonisation fund

The plenary backed the expansion by 464 votes to 50, with 159 abstentions. MEPs also tightened anti-circumvention rules and added an exemption for electricity flows used by grid operators to maintain network stability.
