EU Parliament and Council agree to strengthen carbon market reserve, raising buffer to 700 million allowances
europeaninterest.euEU lawmakers have agreed on a targeted update to the Market Stability Reserve (MSR) that underpins the Emissions Trading System. The reserve will now be able to hold up to 700 million allowances as a buffer, up from the previous 400 million invalid threshold. The goal is to reduce the risk of excessive price swings and give industries more confidence when planning long-term investments in decarbonisation. The provisional deal follows a European Commission proposal from April 2026 and backs the EU's 'One Europe, One Market' competitiveness roadmap. Formal adoption by the European Parliament and Council is still required. The Commission has also said it will present broader MSR reform options during the EU ETS review scheduled for 17 July 2026. Businesses that trade allowances or fund clean energy projects should watch the July review closely. The current change improves short-term stability, but the longer-term direction of allowance supply and free allocation rules is still being decided.
