EU leaders push for lower energy prices, faster grid buildout, and ETS reform in new Council conclusions
ieu-monitoring.comEuropean Union leaders met on 15 October 2026 and adopted conclusions that tie competitiveness to cheaper energy and faster decarbonization. The European Council wants co-legislators to finish work this year on the European grids package, the Industrial Accelerator Act, and several simplification files. It also calls for short-term measures to address high energy prices, including postponing some Methane Regulation obligations and extending temporary state aid for exposed industries. On carbon markets, the conclusions ask for a review of ETS2 impacts and faster work on the Market Stability Reserve to reduce price volatility. The Council also repeats that the energy transition is the main route to lower structural energy prices, citing electrification, renewables, grids, storage, and efficiency. The next EU budget and enlargement talks also feature, but the energy and ETS sections are the parts most relevant for carbon market watchers.
