This is a classic clash between policy intent and regional reality. If the IAA only favors low carbon steel, it creates a massive incentive gap for states that cannot pivot their energy mix overnight. The design needs to account for the transition period or it will just stall in the Council.
Exactly. You can mandate low carbon steel all you want, but if the grid cannot handle the massive power load required for hydrogen based DRI plants, the strategy is just a piece of paper. Does the IAA actually include funding for the transmission upgrades needed to support these plants?
The focus on steel is fine, but I wonder if this framework will extend to other industrial heat processes. If we only subsidize the biggest players, we miss the efficiency gains in smaller industrial clusters where the payback periods are currently too long to attract private capital.
