The friction here is classic policy vs implementation. The EU wants CBAM to prevent carbon leakage, but applying it to fertilisers during a supply shock just creates a price floor that hurts the end user. A suspension mechanism would make sense, but the Commission is usually too slow to pivot on trade rules.

Exactly. It is all well and good to tax the import, but where is the capacity for green ammonia production in Europe? Until the actual industrial capacity exists to replace the imports, CBAM is just a tax on farmers.

The green ammonia transition requires massive amounts of new renewable energy and storage. I have not seen a concrete timeline for the plants needed to offset these imports. Without the hardware, the policy is just a paper exercise.

Basically, the EU is giving money with one hand via emergency funds and taking it back with the other through carbon taxes on imports. The IFA is right to call it an own goal if the net effect for the farmer is zero.
