EU ETS shipping revenue hits EUR 9 billion annually, ECSA calls for reinvestment in clean fuels

A new study from the European Community Shipowners Associations (ECSA) estimates that shipping contributes up to EUR 9 billion per year to EU and national budgets through the EU Emissions Trading System. With carbon prices at EUR 100 per tonne CO2, the sector generates around EUR 7.7 billion in national revenues alone. The analysis covers the 90 million tonnes of verified emissions reported annually since shipping entered the ETS in 2024. ECSA argues that most of this revenue is not being reinvested in the sector's energy transition. Only about 5% of total ETS revenues across member states go toward decarbonization, while sustainable marine fuels remain roughly four times more expensive than conventional bunker fuel. Europe produces just 10% of global sustainable fuels, with less than 5% allocated for maritime use. The upcoming EU ETS revision in July 2026 is a key moment to require member states to redirect these funds toward clean fuel production and clean tech projects for shipping.

9 billion euros a year from shipping ETS is a big number. The real question is where that money actually goes. 5% on energy transition across all sectors is not great.

The 5% figure is from the Commission's 2025 Carbon Market Report. That covers all ETS revenue, not just shipping. But it shows the pattern. Member states have a lot of discretion.

40 billion euros annual investment need for shipping transition in Europe alone. That is a huge gap. Even if all 9 billion went back to shipping, it would not cover it. The fuel production imbalance is the real bottleneck.

The ETS revision in July 2026 is the lever. If member states are required to earmark a share for shipping, it changes the incentive structure. Right now the money goes into general budgets and the sector gets almost nothing back.

Europe has 44% of the global orderbook for sustainable fuel ships but only 10% of global fuel production. That is a supply side problem. You can build the ships but if the fuel is not there, they run on heavy oil anyway.
